There are no free elections in the country, and three economic workshops will have to choose the ruling force at a closed meeting:

The Arms Dealers' Workshop proposes the following voting rule: starting with player 1, each player successively vetoes one of the unrejected candidates. The only one remaining is considered elected. They propose to keep the right of player 1, because, according to them, in the long run it does not matter much. The preference for choosing one or another candidate satisfies the following condition:
